Usually when making emulsions, surfactants must be added to blend the water-based and oily components of the emulsion together, but the characteristic of surfactants is that they will re-emulsify and combine when they encounter oil or water.
Therefore, it will not re-emulsify on the skin, which means that when the skin is oily, the lotion will not emulsify with the skin's oil again. This way, it will be less likely to come off when applying makeup, and the skin will look less dull.
